constitution: apply word law to path segments

A path is a name. Every segment below the owning module root (directory
names and the file stem) now carries the single-word law: a compound
segment is word debt unless registered in vocabulary.toml, honoring the
same boundary exemptions. Hyphens separate atoms in path segments, so
kebab-case stems count as compound; the repository's own two kebab docs
are renamed to single atoms. This closes the evasion route where path
depth faults were resolved by fusing directory names into compound file
names that no law could see.
