guard: pin negentropy beta 5 ... f62330798a

Beta 5 adds the grant law: test syntax is reserved to declared
territory. Declare the first grants — cargo's app/tests directory and
Deno's *.test.ts suffix — and roll the pinned stub version pair.
Product paths were already test-free, so the baseline stays clean.
