harness: consume the absorbed land (0.2.0-beta.1)

The land wrapper thins to a three-line shim over
jsr:@perish/harness/land; the negentropy pin and frozen lock step to
0.2.0-beta.1.
The rust operator land tests retire - their semantics live in
harness/tests/land.test.ts now, per the absorption ruling.
