verb: first, and the shield family owns foreign and exhausted

foreign and exhausted become shield's own family, declared with the
zero-dep kind phantom and consumed like any other; run and first mint
through it. first is sequential and lazy, collects faults in order, and
lets a bug propagate rather than treating it as a failed strategy. The
court covers the disciplines: absorb, handler-throws-escapes, cross-copy
recognition by brand, and lib purity.
