shape: comply with the tree law ahead of its arrival

percent folds under stamp (core fanout back inside ten), the cli
argument machinery moves to args.rs, the lease helpers and the
readiness watch (Ready, Chain, scan, wait, kill) gain their own
modules - every scanned file back under three hundred lines.
