ci(publish): run on the hk-01 mirror image instead of alpine + apk

Use container mirror.perish.lan/ci/deno (Node 24 for JS uses: actions + Deno + age +
minio-client, internal CA in the system trust store, JSR/npm pointed at the on-node
mirror) and drop the per-run apk add — the toolchain ships in the image (pulled from
the LAN registry) and the deno build's JSR deps flow through mirror.perish.lan. Verified
end-to-end: the build produces the clash resources with deps served by the mirror.
