Three-stage jsr lanes replacing the single-job sketch: metadata
(version accounting against jsr meta.json - regression refusal,
idempotent repair pass, beta numbering), publish (guard --fresh,
dry run, token-gated deno publish), seal (tag, jsr readback verify,
import smoke, summary). publish=false rehearses the whole lane
without token, publish, or tag.
