Advance Locus to 0.2.2

Refresh the Concord lockfile to Locus and locus-macro 0.2.2, and reaffirm the
unchanged AGENTS and skill document targets against the exact dependency delta.
The substrate is unchanged; the release carries the CLI span derivation.
