Retire downstream workflows, Bake and governance TOML in favor of the locked Depot profile and one Containerfile. Add digest-checked standalone pnpm, regctl and the verified Buildx plugin; carry prior tool and mixed-language smoke checks in the image build. Normal Doctor/Ectropy Guard passed; native OCI build/publication remains an explicit migration acceptance step through the shared Ship marker, not claimed by this structural proof.
