harness: adopt the jsr pin, dissolve the lib

.runseal/lib dissolves; wrappers move to jsr:@perish/harness@0.1.0-beta.2
(exact pin, frozen lock) and cross the family line: cmd.* becomes
bin(), flat json becomes doc(), parseArgs/helpRequested become
cli.parse/flags. Guard grows the cache (--fresh bypass, full mode
only).
