Give Elements and Connections independent pane-local disclosure budgets of 12, with stable-order full expansion and reset on result identity changes.\n\nReal 25/47 browser proof: initial page height 3058px versus 4630px fully expanded (34% reduction); both sections toggle independently and reset on local 3/3 projection.\n\nAlso migrates the frozen operator dependency to Sealkit ^0.3.1 as required by Plumb v0.18.0. Full guard is green.
