.runseal/lib dissolves; wrappers import jsr:@perish/harness@0.1.0-beta.2
(exact pin, frozen lock). Guard grows the cache (key on tree-oid +
toolchain stamp, --fresh bypass, full mode only): warm rerun drops
from minutes to 0.06s. Test fixtures copy the lock instead of the
lib so sandboxes resolve the same pin; version pays the minor
(0.12.0) for the app/tests hash change.
