harness: cloudflare wrapper speaks the absorbed client (0.2.0-beta.3)

The :cloudflare wrapper drops its rust round-trips for the harness
client; CLOUDFLARE_API_BASE becomes the one dialect for pointing at
a mock court (rust tool included, pending its retirement). The api
verb keeps its compact-JSON contract.
