shape: comply with the tree law ahead of its arrival

The runner and its permission expander leave runtime.rs; the three
fat test bins become thin shells over shared benches (seat fixtures
plus flow, argv, model, names, visible, shadow groups); the manage
flow in the cloudflare wrapper gains its receiver; the leftover
tool directory litter is swept.
