guard: the judge steps onto v0.5.0

Tree laws live in CI. The init bench read its own pin two ways - a
copied file and a hardcoded stub - and the bump exposed the second;
stub and assertion now derive from the pin, and the stubs moved to
their own seat when the file law priced the fix.
