Burn-down batch 9/10 for negentropy v0.5.0 adoption (file law, nine test files 305-539 lines). Pure moves; oversized submodule test files fold to mod.rs style with single-word overflow siblings (more/extra/probe) — no compound module name enters the test word track (test stays 527); the failure target keeps its .rs with a path-attributed child. Folding budget.rs/drive.rs also drops tests/service fanout 13→11. All 93 santi-core tests green; total word debt stable 2138, core 0.
