Bump the exact negentropy pin v0.4.0 → v0.6.0 (the fleet's current version; keel is already there). The exact-pin mechanism is unchanged — velocity comes from bumping the value, not a floating floor. Ends the relink friction and adopts the file/fanout laws. Temporarily exempts the four directories under active crate-split decomposition (server/store/service/tests-service) from fanout only; file-length stays enforced everywhere; each exemption drops as its directory is decomposed. Full guard green under v0.6.0.
