release: the jsr lane, beta and stable

Two dispatch lanes onto the harness release engine (metadata -> publish
-> seal), the state source being the jsr registry itself. Beta computes
the next -beta.N from jsr; stable publishes deno.json as-is and refuses
regressions. Guard now covers the release wrapper, metadata scripts, and
shell syntax.
