web: name the hook for its subject

plumb 0.16.0-beta.2 stopped requiring a use- prefix on web hooks, which
is what forced the ectropy waiver here a few commits ago. The directory
already says these are hooks, so the file is named for what it is about
and the React spelling stays on the export: health.ts exports useHealth.

The boundary that waived the word law for this tree goes with it.
