Add the one-time v0.20.0 recovery lane
v0.20.0 declares release attachments no published Plumb can parse, so the
ordinary lane cannot build it and the release must come from a generator built
out of its own source. This is the caller side of the typed self-hosting
contract the Plumb core carries, pinned to the exact release, generator and
line it serves; it names no product, channel or version that the core does not
already fix.
The beta phase closes four projections at once. Cargo, image, chart and module
each take the compiled capsule, so none reaches a registry before the seal, and
the three new carriers reach one for the first time.
This file is retired by deletion once stable v0.20.0 is published, promoted and
packported. Nothing here outlives that.
