Retire the one-time self-hosting contract

The release it existed for is canonical stable and no caller names it any
more, so the input and the step it gated leave with it. A contract that
outlives its release is an alternate lane, and the shape it followed
promised to leave none behind.

Ask the binary which spelling it holds

packport was never a word. Plumb retired it for rejoin, which says what the
operation does: the release line is cut from main by prepare and rejoins it
once the release is out.

These workflows run canonical stable Plumb, so they meet whichever spelling is
canonical at the moment they run, and the moment changes under them when the
pointer advances. The lane asks — the same probe it already uses where a verb's
spelling has moved — and both answers settle the same ancestry.

The probe comes out when no repository still reaches for a Plumb that predates
the rename.
