web: design constitution + login view, Google-clean light-default (I6a) ... 993839e617

Four organs (tokens/themes/media/atoms) per the open-web pattern, tuned
to a clean systematic Google-shaped base: light default, one accent,
8px spacing scale, typed @property tokens with canary values. First
atoms (Frame/Mark/Field/Button/Card/Note/Link/Split) and the login
view. Playwright visual loop proven end to end.
