migrate: ride keel v0.2.0 async (task #15) ... 657be5a869

Every verb awaits; Booth/Oidc helpers are async; constructors flip to
async (Sqlite/Postgres/bind/Gate::rise). KEEL_FRESH schema reset goes
through the keel Wire (the direct postgres dep is dropped — keel's
conninfo shim keeps KEEL_PG untouched). argon2 hash/verify move to
spawn_blocking per the migration's D5. Acts green on both engines.
