Dependency line only. keel 0.3.0 is a breaking release -- Vault::open
takes a Shed, query::run takes a Scope, cap's check and broad take a
Plea, life::Work left the public surface, TIE_CAP is CAP -- but ensign
touches none of them, which was checked across the tree rather than
assumed. It compiles and passes guard unchanged.
