skill: adopt the brief limit strategy

The seat carried one 205-line file. Declare the strategy and split it into
the three admitted documents: objects, actions and operating laws in
SKILL.md, the bootstrap and first-administrator flows in PATHS.md, the
Kubernetes, signing and contention cases in SCENARIOS.md.

Clauses the test suite already mechanizes lose their prose and name their
check instead. Follow Plumb to 0.18.17 in the same closure.
