After a failed land attempt pushes the branch, a local amend diverges and the plain git push -u is rejected (non-fast-forward). land should push with --force-with-lease when the topic branch already exists on origin.

Met during the 0.2.0-beta.1 shim adoption on runseal and sidecar.
