absorb: cloudflare speaks deno

lib/cloudflare.ts carries the forge's other client: env-file keys,
the authenticated request/result pair with the success gate, single-
zone semantics, dns and ruleset verbs, and the exact redirect
payload builder. The court gains five cloudflare verdicts. land
pushes with --force-with-lease so an amended topic branch can
re-land (closes #13).
