absorb: guard and init grow skeletons, forgejo learns dispatch

lib/guard.ts carries the pin-cache-steps-strict gauntlet (steps as
data, pin optional for the self-checking checker); lib/init.ts
carries the kit checklist engine (tools, entrypoints, hooks). The
Forgejo client gains dispatch (return_run_info, the proven shape)
and run lookup for lane watching. Five new verdicts in the court.

clearEnv keeps the runner's CI flag out (the cache is CI-disabled by
design, so the cached-verdict assertion needs a civilian sandbox);
the toolchain stamp meets stub rustc and node instead of rustup's
uncofigured shims.
