shape: the lib gains its families (fanout law)

Twenty-one flat atoms become three semantic quarters - std, forge,
engine - with the constitution four at the root. The exports map
keeps the flat surface, so consumers feel nothing; the flatten
ruling's spirit (no fork-history seating) survives as semantic
seating.
