lanes: publish past the mirror, tag against the remote ... f25b77d2cb

The runner image routes jsr through mirror.perish.lan (read-only),
which rejected the real publish; the Publish step now pins
JSR_URL=https://jsr.io. Tag idempotency checked local refs on a
shallow checkout; it now asks the remote.
