Closes the linux_x86_64 provider cleanup and reuse pressure.

  • binds each private seat offer to an opaque generation retained in started evidence
  • keeps runner terminal cleanup separate from provider-owned boundary, helper, temporary, and retained-media facts
  • proves fresh generations across Docker and QEMU normal, cancellation, and provider-loss recovery
  • updates Plumb to stable v0.18.9

Validated with the complete local guard, Docker 3/3, and QEMU TCG recovery, cancellation, and provider-loss cases.
