Adds a separate artifact resource class and bounded post-reap publication with immutable names, SHA-256 evidence, and terminal failure facts. Exercises the real Actions setup-binary exact path at commit 5855aacf3d75759bf06f62cd037970e8b26afb81 across two scratch generations. This remains private runner v0 pressure; ironbed-proto is unchanged.\n\nVerified: plumb doctor, rustfmt, clippy -D warnings, release check, workspace tests, ectropy, and the ignored exact Actions joint test.
