The version train moves for a breaking round. Vault::open now takes a
Shed, which is the change codehull needs; alongside it query::run gained
a Scope argument, cap::check and cap::broad take a Plea and the grant
rows, life::Work left the public surface, and query::TIE_CAP is CAP.

Only the Vault call is used downstream -- checked across codehull and
ensign rather than assumed -- so codehull changes one call site and
ensign changes nothing but the dependency line.
