main had run three PRs past the published 0.3.0, one of them breaking:
set_tie is tune. Publishing realigns the registry with main before the
helm arc starts, since deployment work pins versions and a surface that
differs from what is published is exactly the thing that bites there.

Breaking since 0.3.0: Core/Tx/Face set_tie -> tune. Also in the release:
query's check and verify moved onto Scope, involved moved onto Tree, the
cache switch now covers authority, and cache.md gained H-8 — instance
scope bounds revocation, so more than one instance over one store
requires the cache off.

Downstream cost is a dependency line each. Neither codehull nor ensign
calls set_tie — checked across both trees — so nothing needs rewriting
the way Vault::open did in 0.3.0.
