Replace the wrapper-mediated guard with the direct fail-fast canonical gate.

The workflow now runs Plumb Doctor, the Rust fmt/clippy/release/test gates, and Ectropy directly under set -eu. Exact Plumb v0.18.13 Doctor and the complete local gate pass; a controlled child failure proves successor commands do not run.

The obsolete generic guard wrapper is removed and operator guidance names the same direct gate.
