skill: adopt the brief limit strategy

The seat carried one 183-line file and an agents subdirectory that brief
refuses as an extra root entry. Declare the strategy and split the brief
into the three admitted documents.

The product adapter recipe moves whole to docs/run/adapter.md, where the
repository already keeps its run-time procedures; the brief points at it.
The agents interface strings had no reader, no Plumb support, and no
release path, so they go. Follow Plumb to 0.18.17 in the same closure.
