shape: components gain their quarters (fanout law)

Sixteen flat component pairs become three semantic quarters - layout,
control, content - each component seated with its stylesheet. The
organs (tokens, media, themes) stay at the root; moved sheets repoint
their @use paths. Package surface unchanged via lib.ts.
