ship: the first shield precedent at the boundary

open-web declares a ship fault family with the zero-dep kind phantom;
ship throws unfilled, build, and unreached instead of failing in place,
and run(ship).catch(fault.consume(...)) renders each at the boundary.
The rendered messages and exit are byte-identical, verified by driving
the unfilled path. Pins @perish/shield@0.1.0-beta.1.
